Worldover, AI operating system for substance-based businesses

    Buyer's guide

Best PLM software for cosmeticsin 2026.

Cosmetics PLM has to carry formulation, packaging, claims and the regulatory dossier through a launch calendar that never slows down, and for manufacturers it has to survive contact with production. This shortlist ranks the platforms on how much of that they hold as real data, and where each one is the wrong call.

Last reviewed by the Worldover regulatory team.

    Quick answer

For cosmetics companies, Worldover ranks first in 2026 because formulation, INCI, claims, artwork and the dossier sit on one product record that production, quality and regulatory actually read, rather than in a PLM that hands off to other systems. Centric, Coptis, Aptean, Lascom and Selerant Devex are all credible, and we set out where each wins below.

    Methodology

    How we ranked them

    1. 1.Formulation and specification as native data

Not documents attached to a code, but structured data the rest of the system can read.

    2. 2.Regulatory awareness during development

Restrictions and market limits surfaced while the product is still changeable.

    3. 3.Handover to production and quality

Whether the approved formula flows into planning, batch records and release, or gets retyped.

    4. 4.Customer and supplier collaboration

External parties working on the record, with version control and sign-off.

    5. 5.Speed to first value

Long PLM programmes are where launch calendars go to die.

    6. 6.Total cost over three years

Licences plus implementation plus the integrations the demo didn't mention.

The best PLM software for cosmetics in 2026, ranked

Ranked on whether the product record survives from brief to launch to production. Pricing is indicative and depends on scope.

    1. 01

      Worldover

      Our pick
      Best for
Cosmetics manufacturers and brands that want development, compliance and production on one record
      Approach
Substance-first product record covering formulation, INCI, claims, artwork approvals, PIF, CPSR and market notification, with Willow agents doing the drafting and people approving
      Indicative price band
From around $25k a year for PLM, with the full platform priced around your modules, sites and users
      Typical time to live
12-to-16-week Phase 1, then modules added as you need them

Wrong for: Apparel-style assortment planning and seasonal range management, which sit outside what we do

    2. 02

      Centric PLM

      Best for
Enterprise beauty brands running a full product development function
      Approach
Mature PLM with strong tech pack, spec and collection management, plus AI copilots
      Indicative price band
Enterprise pricing, typically $125k a year and up
      Typical time to live
      Nine to eighteen months

Wrong for: Teams whose bottleneck is regulatory filing or production handover. The compliance layer is an extension, not the core

    3. 03

      Coptis

      Best for
Cosmetics R&D teams prioritising formulation, testing and regulatory workflows
      Approach
Cosmetics PLM managing raw materials, formulas, packaging, tests and regulatory documentation, including INCI lists and PIFs
      Indicative price band
      Request a scope-based quote
      Typical time to live
Confirm migration and integration scope with Coptis

Wrong for: Don't assume it replaces your operational systems. Test the ERP and production handover against your requirements

    4. 04

      Aptean PLM (Lascom)

      Best for
Formulated-goods manufacturers across food, cosmetics and personal care
      Approach
Specification and formulation-led PLM with supplier collaboration, sold alongside a wider ERP portfolio
      Indicative price band
      Enterprise pricing, scoped per programme
      Typical time to live
      Six to eighteen months

Wrong for: Teams that want fast first value or a modern AI layer doing the drafting work

    5. 05

      Selerant Devex PLM

      Best for
Formulation-heavy manufacturers across food, cosmetics and chemicals
      Approach
Formulation-led PLM with regulatory content modules
      Indicative price band
Enterprise pricing, typically $125k a year and up
      Typical time to live
      Nine to eighteen months

Wrong for: Teams that want fast first value or modern AI

    6. 06

      Backbone PLM

      Best for
Small and growing brands leaving spreadsheets
      Approach
Lightweight cloud PLM for product development and vendor collaboration
      Indicative price band
Roughly $10k to $45k a year, the cheapest credible option here
      Typical time to live
      Four to eight weeks

Wrong for: Regulated dossier work of any kind. There's no cosmetics regulatory model underneath

Price bands are indicative annual ranges for a mid-sized deployment, based on publicly available pricing and typical market deals. Verify against each vendor's own quote. All trademarks belong to their respective owners.

Cosmetics PLM has a handover problem, not a data problem

Most PLM platforms handle cosmetics development well enough. Where they struggle is the handover: the point at which an approved formula becomes a production plan, a batch record, a label and a dossier for each market you sell into. That handover is where launches slip and where manufacturers carry the cost.

The usual fix is a second system for compliance, and a third for production, joined by integrations and people. It works until the formulation changes, at which point everything downstream needs finding again.

    How to choose

Ask each vendor what happens when a formula changes after approval. The answer tells you whether the product record is real. In a system built for cosmetics, the answer includes the affected specifications, the documents now out of date, the markets where the change matters and the open orders it touches.

Then look at time to first value. A PLM that takes a year to configure has already cost you two launch cycles of the benefit it promised. Our approach is set out on PLM for cosmetics manufacturers and PLM for beauty brands.

Where Worldover fits, and where it doesn't

We're the right answer when the same product record needs to serve development, regulatory, production and quality without being copied between systems. We're the wrong answer for apparel-style assortment planning, and for teams who genuinely only need a shared spec library and nothing else.
