Worldover, AI operating system for substance-based businesses

    Buyer's guide

Best PLM software for beauty brands in 2026.

Beauty PLM has to carry formulation, packaging, artwork, claims and the regulatory dossier through a launch calendar that never slows down. This shortlist ranks the platforms on how much of that they hold as real data, with indicative price bands and where each one is the wrong call.

Last reviewed by the Worldover regulatory team.

    Quick answer

For beauty brands, Worldover ranks first in 2026 because formulation, INCI, claims, artwork and the regulatory dossier sit on one product record rather than in a PLM that hands off to a compliance tool. Centric PLM, Dassault, Trace One, Selerant Devex and Backbone are all credible, and we set out where each wins below.

    How this connects to Worldover

Managing INCI, PIF, CPSR and CPNP across a growing product range?

Worldover holds INCI, formulation, PIF, CPSR, CPNP, SCPN and MoCRA on one substance-first record, with Willow AI drafting and filing on your live data.

    Methodology

    How we ranked them

    1. 1.Formulation and specification as native data

Not documents attached to a code, but structured data the rest of the system can read.

    2. 2.Regulatory awareness during development

Restrictions and market limits surfaced while the product is still changeable.

    3. 3.Handover to operations

Whether the launch pack flows into production and procurement or gets retyped.

    4. 4.Supplier and artwork collaboration

External parties working on the record, with version control.

    5. 5.Speed to first launch in the system

Long PLM programmes are where launch calendars go to die.

    6. 6.Total cost over three years

Licences plus implementation plus the integrations the demo didn't mention.

The best PLM software for beauty brands in 2026, ranked

Ranked on whether the product record survives from brief to launch to notification. Price bands are indicative annual ranges.

    1. 01

      Worldover

      Our pick
      Best for
Beauty brands that want development, compliance and supply on one record
      Approach
Substance-first product record covering formulation, INCI, claims, artwork approvals, PIF, CPSR and market notification, with Willow agents doing the drafting
      Indicative price band
From around £10k a year up to £150k, depending on modules, sites and users
      Typical time to live
Three-month Phase 1, then modules added as you need them

Wrong for: Apparel-style assortment planning and seasonal range management, which sit outside what we do

    2. 02

      Centric PLM

      Best for
Enterprise beauty brands running a full product development function
      Approach
Mature PLM with strong tech pack, spec and collection management, plus AI copilots
      Indicative price band
      £90k to £350k a year
      Typical time to live
      Nine to eighteen months

Wrong for: Brands whose bottleneck is regulatory filing. The compliance layer is an extension, not the core

    3. 03

      Dassault 3DEXPERIENCE

      Best for
Very large FMCG groups with in-house R&D platforms
      Approach
Enterprise formulation, packaging and product development in one stack
      Indicative price band
      £200k to £800k a year
      Typical time to live
      12 to 24 months

Wrong for: Anyone outside the top tier. The platform assumes a scale of operation most brands never reach

    4. 04

      Selerant Devex PLM

      Best for
Formulation-heavy manufacturers across food, cosmetics and chemicals
      Approach
Formulation-led PLM with regulatory content modules
      Indicative price band
      £70k to £250k a year
      Typical time to live
      Nine to eighteen months

Wrong for: Teams that want fast first value or modern AI

    5. 05

      Trace One

      Best for
      Retail-facing and private label brands
      Approach
      Supplier collaboration and specification management
      Indicative price band
      £40k to £150k a year
      Typical time to live
      Four to nine months

Wrong for: Own-brand development. It's built around collecting supplier data, not creating your own

    6. 06

      Backbone PLM

      Best for
Small and growing brands leaving spreadsheets
      Approach
Lightweight cloud PLM for product development and vendor collaboration
      Indicative price band
£8k to £35k a year, the cheapest credible option here
      Typical time to live
      Four to eight weeks

Wrong for: Regulated dossier work of any kind. There's no cosmetics regulatory model underneath

Price bands are indicative annual ranges for a mid-sized deployment, based on publicly available pricing and typical market deals. Verify against each vendor's own quote. All trademarks belong to their respective owners.

Beauty PLM has a compliance problem, not a data problem

Most PLM platforms handle beauty product development well enough. Where they struggle is the last mile: the point at which formulation becomes an INCI list, a claims set, a label and a dossier for each market you sell into. That last mile is where launches slip.

The usual fix is a second system for compliance, joined to the PLM by an integration and a person. It works until the formulation changes, at which point everything downstream needs finding again.

    How to choose

Ask each vendor what happens when a supplier changes a raw material after launch. The answer tells you whether the product record is real. Ours is described on PLM for beauty brands.

Then look at time to first launch inside the system. A PLM that takes a year to configure has already cost you two launch cycles of the benefit it promised.

Where Worldover fits, and where it doesn't

We're the right answer when the same team is responsible for getting the product made and getting it notified. We're the wrong answer for apparel-style assortment planning, and for brands who genuinely only need a shared spec library and nothing else.
