Buyers routinely purchase the first while budgeting for the second, then wonder why the workload didn't move.

    Content subscriptions are genuinely valuable and considerably cheaper. Just be clear which problem you have. If your team knows the rules perfectly well and drowns in producing the documents, more content won't help.
