EU Restricts Cyclic Siloxanes in Cosmetic Products
The European Union has adopted new restrictions impacting the use of cyclic siloxanes in cosmetic products. The measure places Cyclotetrasiloxane (D4), Cyclopentasiloxane (D5), and Cyclohexasiloxane (D6) under stricter control due to environmental concerns.
The new rules set a maximum concentration limit of 0.1% by weight (w/w) for D4, D5, and D6, whether used individually or in combination. These substances are widely used as emollients and solvents in a variety of personal care formulations, including skin care, hair care, and deodorants.
From 6 June 2026, the restriction for D6 will apply to rinse-off cosmetic products. Further restrictions affecting D5 and D6 in leave-on products are scheduled to be implemented at a later date, requiring brands to review and potentially reformulate a significant portion of their portfolios for the EU market.
