MoCRA Labelling Rules Extended to US Professional-Use Cosmetics
Under the Modernisation of Cosmetics Regulation Act (MoCRA), cosmetic products intended for professional use in the United States are now subject to the same labelling requirements as products sold directly to consumers. This alignment has been in effect since December 2023.
A key obligation now in force is that product labels must provide contact details, such as a U.S. address, telephone number, or website, for the reporting of adverse events. This requirement is tied to MoCRA’s mandatory system for the responsible person to receive, assess, and report serious adverse events to the Food and Drug Administration (FDA).
Brands that supply products to salons, spas, and other professional channels can no longer rely on lighter labelling regimes and must ensure full compliance. This includes a clear designation on the packaging of the responsible entity, a critical point of alignment for contract manufacturers and their private label clients to maintain regulatory accountability.
