    The long-awaited EU Cosmetic Regulation Revision is discussed at plenary. Thailand announces updated restrictions on Titanium Dioxide in cosmetics. Indonesia drafts the Regulation Concerning Risk Assessment of the Use of Ingredients in Natural Medicines, Health Supplements, Quasi-Drugs, and Certain Cosmetic Preparations. California's Department ofToxic Substances Control lists Methyl Methacrylate in nail products as a Priority Product under the Safer Consumer Products Program.

    Nail Products Containing Methyl Methacrylate Added to California's Priority Products List, Thailand Updates Titanium Dioxide Cosmetic Restrictions and More

    **EU - Update on Cosmetic Products Regulation EC 1223/2009 **

    On 22nd November 2024, the European Commission’s Working Group on Cosmetic Products held a plenary session. Among agenda items was the targeted revision of the Cosmetic Products Regulation (EC 1223/2009). The revision, triggered by the European Green Deal and the EU Chemicals Strategy for Sustainability, would include a general ban on category 1 endocrine disruptors among other changes, if implemented. Delays to the proposed revision have followed delays to the EU REACH Revision (declared maladministration by the European Ombudsman), which is now expected in 2025.

    **US - California Proposes to List Nail Products Containing Methyl Methacrylate as Priority Product **

    On 20th November 2024, California’s Department of Toxic Substances Control (DTSC) notified the WTO of proposed amendments to the California Code of Regulations. DTSC proposes to add nail products containing methyl methacrylate as a Priority Product to the Priority Products List under the Safer Consumer Products Program. A comment period for the proposed rulemaking will run until 16th December 2024. A Priority Product is a, "consumer product that (1) contains one or more Candidate Chemicals that have the potential to harm people or the environment, and (2) has been formally listed in the California Code of Regulations through rulemaking."

    Indonesia - Draft Regulation on Natural Medicines, Health Supplements, Quasi-Drugs and Certain Cosmetic Preparations

    On 21st November 2024, The Indonesia Food and Drug Supervisory Agency released a draft ‘Regulation Concerning Risk Assessment of the Use of Ingredients in Natural Medicines, Health Supplements, Quasi-Drugs, and Certain Cosmetic Preparations’, under which such ingredients would have to meet pharmaceutical standards. The Regulation stipulates risk assessment requirements for certain cosmetic preparations and quasi-drugs.

    Thailand - Update to Regulations on Titanium Dioxide in Cosmetics

    On 18th November 2024, the Thai FDA amended the restrictions on Titanium Dioxide in cosmetics, to further align with the ASEAN Cosmetic Directive. Titanium Dioxide has concentration limits for loose powder face products, hair aerosol spray, sunscreen and colorant use.
