Illinois Prohibits 24 Cosmetic Ingredients
On 10 July 2026, the state of Illinois enacted the Chemicals in Cosmetic Products Act (HB 3409). The new law prohibits the manufacture, sale, or distribution of cosmetic products containing intentionally added concentrations of 24 specified substances. The ban will take effect from 1 January 2028.
The list of prohibited ingredients includes formaldehyde, mercury and its compounds, and various phthalates including Dibutyl phthalate (DBP) and Di(2-ethylhexyl) phthalate (DEHP). The prohibition also extends to all per- and polyfluoroalkyl substances (PFAS).
Additionally, the Act restricts substances such as the UV filter 4-Methylbenzylidene Camphor (4-MBC), certain parabens, and several phenylenediamine compounds used in hair dyes. This state-level legislation expands on existing federal rules, requiring brands to review formulations for the Illinois market.
