EU SCCS Publishes Final Opinion on Heliotropin
On 15th April 2026, the SCCS published its Final Opinion on the safety of Heliotropin (CAS 120-57-0) in cosmetic products. Heliotropin is used in perfumery and cosmetics as a fragrance, fixative and masking agent. In 2024, ECHA's RAC (Risk Assessment Committee) recommended a classification for Heliotropin as Repr. 1B. Under Art. 15(2) of the Cosmetics Regulation, the use of substances classified as CMR by Regulation (EC) No 1272/200 ("The CLP Regulation") shall be prohibited unless evaluated and found safe for use by the SCCS.
The SCCS concluded in its Final Opinion that Heliotropin was safe when used as an ingredient in fine fragrances for adults only up to 1.8%.

EU SCCS Publishes Scientific Advice on BHA
On 16th April 2026, the SCCS published its Scientific Advice on BHA (Butylated Hydroxyanisole; CAS 25013-16-5). This was requested in light of additional information available related to the substance's potential endocrine disrupting properties. The SCCS concluded that BHA was safe in leave-on and rinse-off cosmetic products up to a concentration of 0.07%. Dermal use only was considered and so the findings would not be applicable for oral care products or substances leading to exposure of the end-user's lungs by inhalation.

Minnesota Delays PFAS Reporting Deadline
On 15th April 2026, the Minnesota Pollution Control Agency delayed the deadline for PFAS reporting from 1st July 2026 to 15th September 2026. The reporting requirements would include product identification (including product category), purpose and function of any PFAS within the product, and substance identification of intentionally added PFAS with concentrations. For companies which cannot comply with the deadline, a one-time 90-day extension may be applied for by 16th August 2026.
