EU SCCS Establishes Safety Limits for CBD in Cosmetics
The European Commission’s Scientific Committee on Consumer Safety (SCCS) has adopted a final opinion on the safety of Cannabidiol (CBD), establishing clear conditions for its use as a cosmetic ingredient.
The SCCS concluded that pure CBD is safe when used in dermal and oral cosmetic products at a concentration of up to 0.19%. The opinion also addresses impurities, considering Tetrahydrocannabinol (THC) safe at a maximum concentration of 0.00025% in the finished product.
The assessment explicitly excludes products that may lead to inhalation exposure and notes that its conclusions apply to pure CBD, not complex cannabis extracts. This opinion provides foundational scientific advice for potential future regulatory measures under Regulation (EC) No 1223/2009.
