The Council of the EU and the European Parliament reached a provisional political agreement on 17 June 2026 to simplify rules for chemicals and cosmetics. The legislative package is linked to the wider Packaging and Packaging Waste Regulation (PPWR) and aims to harmonise the requirements for classification, packaging, and labelling of substances.
For the cosmetics industry, the agreement is expected to introduce significant changes to packaging. These include new rules for packaging design, recyclability targets, minimum recycled content quotas, and packaging minimisation obligations. The PPWR is also anticipated to introduce restrictions on per- and polyfluoroalkyl substances (PFAS) in packaging materials, which may affect barrier coatings and inks.
While the final legal text is not yet published, the agreement signals the political direction for forthcoming amendments to the EU Cosmetics Regulation and Classification, Labelling and Packaging (CLP) Regulation. Companies are advised to begin planning for changes to packaging formats and material composition to align with the new framework.
