    EU Publishes Omnibus Ingredient II for Cosmetics

    On 28 April 2026, the European Commission published Regulation (EU) 2026/909, known as Omnibus Ingredient II. The regulation amends Regulation (EC) No 1223/2009 on cosmetic products by introducing new restrictions, prohibitions, and updated conditions of use for a range of substances.

    The implementation of this regulation requires brand owners and manufacturers to conduct a thorough review of their product formulations and supply chains. This is to ensure that all cosmetic products placed on the European Union market comply with the updated requirements. The changes may necessitate product reformulation and adjustments to labelling to meet the new legal framework.
