Under Regulation (EU) 2023/1545, the European Commission has expanded the list of fragrance allergens that must be declared on cosmetic ingredient lists. The new regulation increases the number of mandatory declarable allergens to 81 substances.
The measure requires brands to review and potentially re-label a wide range of products for the EU market, including skincare, haircare, and cleansers. The update aims to provide consumers with greater transparency regarding potential sensitisers in cosmetic products.
For new products placed on the EU market, compliance with the new labelling is required by 31 July 2026. A transitional period is granted for existing products already on the market, which must be compliant or withdrawn by 31 July 2028.
