EU Proposes Amendments to the Cosmetic Products Regulation, (EC) 1223/2009
On 8th July 2025, the European Commission announced an Omnibus Proposal, ultimately aimed at simplifying the regulations and reducing "regulatory burden." Regulations (EC) No 1272/2008 ('CLP'), (EC) No 1223/2009 ('Cosmetic Products Regulation') and (EU) 2019/1009 ('Fertilising Products Regulation') are affected. Key changes for the Cosmetic Products Regulation include:
- A process for the inclusion of colorants, preservatives and UV filters into the relevant Annexes IV, V and VI to Regulation (EC) No 1223/2009 will be established.
- The glossary of common ingredient names will be digitalised.
- The existing derogation procedure from the prohibition of CMR (carcinogenic, mutagenic and toxic to reproduction) substances will be set out in more detail.
- The six-month pre-notification requirement for cosmetic products containing nanomaterials will be abolished.

EU Commission Officially Updates Glossary of Common Ingredient Names
As previously reported, the European Commission previously proposed changes to the Glossary of Common Ingredient Names. On 10th July 2025, the Commission published Commission Implementing Decision (EU) 2025/1175 to the Official Journal of the European Union, formally updated the Glossary of Common Ingredient Names. The number of entries has been expanded to 30,418 from 30,070. The Decision enters into force on 30th July 2025, while the updates will apply from 30th July 2026.

China's NIFDC Publishes Three Human Testing Methods for Comment
On 3rd July 2025, China's NIFDC (National Institutes for Food and Drug Control) published a notice soliciting opinions on three cosmetic standards, with a deadline of 21st July 2025. The test methods are:
