    ECHA Octocrylene Consultation and More in China and Canada

    ECHA Launches Octocrylene Consultation

    On 24th September 2025, ECHA opened a consultation for octocrylene (CAS 6197-30-4), the UV filter used in cosmetic products. Octocrylene is currently permitted as a UV filter up to concentrations of 9% in propellant spray products, and 10% in other products under Annex VI of (EC) 1223/2009 (the EU 'Cosmetic Products' Regulation). The scope of the consultation is restricting the placing on the market of finished cosmetic product containing octocrylene in a concentration equal to or greater than 0.001% w/w due to studies suggesting it may be harmful to aquatic life. The consultation will end on 24th March 2026.

    China NMPA Drafts Toothpaste Registration Management Announcement

    On 26th September 2025, China's NMPA (National Medicinal Products Association) published 'NMPA Announcement on Matters Related to Toothpaste Registration Management (Draft for Comments)'. Comments are solicited until 26th October 2025.

    Canada Updates Cosmetic Notification Form

    On 6th October 2025, Health Canada updated its Cosmetic Notification Form. Notably, a checkbox has been added for notifiers to indicate a fragrance allergen is present in the product. Additionally, an error message will now show if labels are not provided for products with certain ingredients.
