    On 26 June 2026, China's National Medical Products Administration (NMPA) issued the "Provisions on the Registration, Filing and Data Management of New Cosmetic Ingredients". The new rules will be implemented from 15 July 2026.

    The Provisions clarify and update the procedures for the registration and filing of new cosmetic ingredients. They introduce more structured and data-intensive requirements, including specific obligations for post-marketing data submission and ongoing safety monitoring for ingredient registration holders.

    The new rules establish stricter requirements for the management of safety data and risk control systems. Companies seeking to introduce new ingredients into the Chinese market will need to prepare more comprehensive safety dossiers, including toxicology data and real-world use information, to meet the updated standards.
