Amendment to EU Cosmetics Regulation Published

On 12th January 2026, the European Commission published Commission Regulation (EU) 2026/78 amending (EC) 1223/2009, aligning it with updated EU classifications of CMR (carcinogenic, mutagenic and reprotoxic) substances. This Regulation updates the annexes to prohibit or restrict newly classified CMR substances in cosmetic products. The Regulation enters into force 20 days after publication and applies from 1 May 2026.

China's NMPA Adds to IECIC I

On 4th January 2026, China's NMPA (National Medicinal Products Association) published the latest update of the Inventory of Existing Cosmetic Ingredients in China, I (IECIC I). Three ingredients are added - Panax Ginseng Root Extract, Zinc Hydrolyzed Hyaluronate and Galactomannan - as well as minor amendments to some other entries.

France's PFAS Ban in Cosmetics Takes Effect

As of 1st January 2026, France is enforcing product restrictions under Law No. 2025-188 of 27th February 2025, as implemented by Decree No. 2025-1376 of 28th December 2025. The rules prohibit the manufacture, import, export, and placing on the market of cosmetics and other certain products containing PFAS above specified thresholds, subject to defined exemptions and a limited sell-through period for pre-2026 stock until 31st December 2026. Further restrictions, including a broader textile ban, will apply from 1st January 2030.

South Korea's MFDS Proposes New UV Filter

On 12th January 2026, South Korea's MFDS (Ministry of Food and Drug Safety) announced a draft amendment to the Regulations on Cosmetic Safety Standards, etc. The draft amendment adds one new UV protection ingredient, tris-biphenyl triazine (CAS 31274-51-8), expanding the list of permitted ingredients to 32. Comments on the draft will be accepted until February 6th.
