EU SCCS Publishes Four Opinions

On 2nd February 2026, the EU SCCS published the following:

Scientific advice on hair dye ‘Basic Brown 16’ (C009) (CAS No. 26381-41-9, EC No. 247-640-9) Submission V ter.

The SCCS does not consider Basic Brown 16 safe when used as an ingredient in non-oxidative hair dye formulations because the weight of evidence indicates its potential for mutagenicity.

Scientific advice on hair dye ‘Basic blue 99’ (C059) (CAS No. 68123-13-7, EC No. 268-544-3) - Submissions IV & V

The SCCS does not consider Basic Blue 99 safe when used as an ingredient in non-oxidative hair dye formulations because the collective evidence indicates a potential for genotoxicity.

Scientific Advice on the safety of Thiomersal (CAS No. 54-64-8, EC No. 200-210-4) and Phenylmercuric salts as preservatives in cosmetic products

The use of ‘Thiomersal’ and ‘Phenylmercuric salts’ as preservatives in cosmetic eye products is not considered safe at the concentration levels currently permitted in cosmetic products.

Scientific Opinion on Prostaglandin Analogues: Methylamido-Dihydro-Noralfaprostal (MDN), Isopropyl Cloprostenate (IPCP), Dechloro Dihydroxy Difluoro Ethylcloprostenolamide (DDDE)

The SCCS is of the opinion that the PGAs Isopropyl Cloprostenate, Methylamido-Dihydro-Noralfaprostal and Dechloro Dihydroxy Difluoro Ethylcloprostenolamide cannot be considered safe for use in cosmetic products intended for promoting the growth of eyelashes and eyebrows.

Canada Amends DSL

On 25th February 2026, it was announced in the Canada Gazette that the Domestic Substances List (DSL) is amended. Cyclohexanamine (CAS 108-91-8) is removed from Part 1 of the DSL (unrestricted substances) and added to Part 2, where it is subject to Significant New Activity (SNAc) requirements.
