EU Commission Kicks Off Fitness Check of Cosmetic Products Regulation
On 21st February 2025, the EU Commission published a call for evidence to kickstart its initiative to evaluate the Cosmetic Products Regulation (EC) 1223/2009 (and its amendments up to the end of 2024). The comment period will close on 21st March and comments received shall be considered during the consultation period, which is planned to run from Q2 2025. Finally, commission adoption is planned for Q2 2026. This evaluation - the first of its kind since the Regulation’s full implementation in 2013 - will cover all CPR provisions, including the CPNP, and will establish whether the regulation is working as intended.

SCCS Publishes Draft Opinion on UV Filter DHHB
Diethylamino Hydroxybenzoyl Hexyl Benzoate (DHHB) (CAS 302776-68-7) is authorised as a UV filter under annex VI of the ‘Cosmetics Regulation’, (EC) No. 1223/2009, with a maximum allowed concentration of 10%.
In 2024, German authorities alerted the EU Commission of the presence of mono-n-hexyl phthalate (MnHexP) detected in children’s urine samples. They illustrated that this could be from potential exposure to sunscreens, through the degradation of a contaminant - di-n-hexyl phthalate (DnHexP) - in DHHB.
The SCCS calculated a maximum level of 0.026% for this contaminant in DHHB. This applies when DHHB is used up to 10% in cosmetic products and only if DnHexP is an unavoidable impurity.

South Korea Revises Regulations on the Designation and Change Review of Cosmetic Raw Material Usage Standards
On 21st February, South Korea’s MFDS (Ministry of Food and Drug Safety) submitted a notice on the partial revision of the "Regulations on the Designation and Change Review of Cosmetic Raw Material Usage Standards", which is open for comments until 13th March 2025.
The notice refers to the February 2024 revision of The Cosmetics Act (No. 20248) which allows cosmetic manufacturers to apply to change the list of substances that may not be used in the manufacture of cosmetic products.

China Updates Information on the Use of Some Raw Materials Included in the International Cosmetics Safety Assessment Data Index
On 19th February, China’s NIFDC (National Institutes for Food and Drug Control) published a notice soliciting opinions on the "Information on the Use of Some Raw Materials Included in the International Cosmetics Safety Assessment Data Index (Draft for Comments)". The Index aims to enrich the reference data of cosmetic raw materials, giving usage information for 979 cosmetic ingredients. Comments may be submitted until 4th March.
