Thailand Adds Fifty-Six Prohibited Ingredients in Cosmetics
On 31st January 2025, a Ministry of Public Health announcement was published to the Thai Royal Gazette adding to the list of prohibited substances for use as ingredients in cosmetics. Fifty-six substances were added. The announcement came into force the following day (1st February 2025), with a 180-day transition period for cosmetics already manufactured or imported containing the newly prohibited ingredients before the announcement came into force.

EU - Changes to Cosmetics Regulation Annex II and III in Force
From 1st February 2025, cosmetic products newly placed on the EU market must comply with recent changes to Annex II and III of the ‘Cosmetic Products Regulation’ (EC) 1223/2009, detailed below. Annex II Nanomaterials
Styrene/Acrylates copolymer (nano), Sodium Styrene/Acrylates copolymer (nano)
Copper (nano), Colloidal copper (nano)
Colloidal silver (nano)
Gold (nano), Colloidal Gold (nano), Gold Thioethylamino Hyaluronic Acid (nano), Acetylheptapeptide-9 Colloidal Gold (nano)
Platinum (nano), Colloidal platinum (nano), Acetyltetrapeptide-17 Colloidal Platinum (nano)
Annex III Substances and Their Maximum Concentrations
Hydroxyapatite (nano): 10% in toothpaste; 0.465% in mouthwash
Genistein: 0.007%
Daidzein: 0.02%
Kojic Acid: 1% in face and hand products
Alpha-Arbutin: 2% in face cream; 0.5% in body lotion
Arbutin: 7% in face cream

China Releases Update to Ingredient Usage Information of Marketed Products
China’s National Institute for Inspection and Quarantine has released the updated ‘Ingredient Usage Information of Marketed Products’ replacing the previous version issued on 30th April 2024. The ingredient inventory and usage information entries have been expanded. The publication of the draft for opinions was previously reported here.
