China - New Draft Ingredient Usage Information of Marketed Products

On 15th November 2024, China’s NIFDC (National Institutes for Food and Drug Control) solicited opinions on the draft Ingredient Usage Information of Marketed Products. Companies can submit comments via email to hzpylfjw@nifdc.org.cn by 30th November 2024.

The draft includes an expanded ingredient inventory, additional usage entries and changes to allowed concentration limits.

Additionally, the scope of 'marketed cosmetics' has changed and is now, “Filed and registered cosmetics with valid permits in China that are not included in the Safety and Technical Standards for Cosmetics or the Index of Cosmetic Safety Assessments by International Authorities."

The draft also specifies, where there are multiple application sites for one ingredient, how to establish the appropriate use concentration limit.

Taiwan - TFDA Releases Updated Guidelines for Risk Assessment of Cosmetics with Nanomaterials

On 8th November 2024, TFDA (Taiwan Food and Drug Administration) released an update to the Guidelines for Risk Assessment of Cosmetics with Nanomaterials.

The changes to the Guidelines involve an amendment to the definition of cosmetics and additional assessment items.

EU - CLP Revision Published

On 20th November, the revision of CLP (classification, labelling and packaging of substances and mixtures) was published in the Official Journal under Regulation (EU) 2024/2865, amending Regulation (EC) No 1272/2008. The regulation will enter into force twenty days following its publication in the Journal.

The update includes new hazard classifications, provisions for classifying multi-constituent substances (including those extracted from plants) and a commitment to promote, monitor and regularly evaluate non-animal test methods (‘NAMs’) for classification of substances and mixtures.

EU - ECHA Releases Progress Update on PFAS Restriction

ECHA’s scientific committees continue to assess the technical comments provided by third parties on PFAS (per- and polyfluoroalkyl substances) during the 2023 consultation on the restriction proposal. The basis for the proposed restriction is the persistence of PFAS and their degradation products in the environment. Alternatives to a full ban are being explored, such as restriction options.

The scientific committees are taking a sector-specific approach to the assessment, such that specific use-related nuances are captured when assessing exposure risks.

Once both scientific committees have completed their evaluation, ECHA will provide a final consolidated opinion to the European Commission, which will consult with EU Member States on the restriction.
